He identifies the positive things turnaround schools do to get off the critical list, and explores what it takes to motivate large numbers of people to go beyond short-term solutions to achieve fundamental, sustainable reform. Ultimately, Turnaround Leadership focuses on the critical role of leadership, not the Lone Ranger leader who rides into town and saves a single school, but leaders whose very actions change the systems in which they work.

Abstract: This short publication guides the reader through the research knowledge base around acquiring a second language for school. The report shares a research-based conceptual model that explains the process that students go through while acquiring a second language during the school years. The model asserts that four interdependent components are crucial to students’ overall growth and success: academic, cognitive, linguistic, and sociocultural. The author reports that, in examining interactions among student background variables and instructional treatments and their influence on student outcomes, two-way bilingual education at the elementary school level is the most promising program model for the long-term academic success of language-minority students.
Rating:
Claims of Effectiveness: The research described in this document examines student performance on multiple outcome measures across time, using large data sets. Achievement measures used include standardized tests and performance assessment measures in the core curriculum. Significant differences were found between “traditional” vs. “current” approaches to language teaching for students.

Among other findings, the report shows that students living in low-income families were approximately four times more likely to drop out of high school between 2003 and 2004 than were their peers from high-income families. Focusing on indicators of on-time graduation from public high schools, the average freshman graduation rate for the 3 most recent years for which data are available increased from 72.6% in 2001-02 to 73.9% in 2002-03 and to 74.3% in 2003-04.

Abstract: A 5-year study of the Talent Development reform model at low-performing Philadelphia high schools showed that it increased attendance, increased the number of earned academic course credits, raised 10th-grade promotion rates, increased algebra pass rates, and had positive effects on 11th-grade math scores and graduation rates.
Rating:
Claims of Effectiveness: The analysis combined the use of interrupted time series analytic strategy with a comparison schools analytic strategy. The deviations of outcomes from the baselines for the treatment and non-treatment groups demonstrated that Talent Development produced substantial gains in attendance, course credits earned, and promotion rates during the first year of high school, which is consistent with the intensive initial focus on ninth grade. These improvements were sustained as students moved through high school.

Abstract: Interviews with students from migrant families in Florida were conducted to provide information on their living and work situations, health, vocational and career interests, and students' self-esteem and goals. This paper describes CBM in reading and math and provides sample IEP goal statements for each area. In addition, a description of how teachers can examine data and make meaningful decisions about the overall effectiveness of their instruction is described.
Rating:
Claims of Effectiveness: Research validates the following use of CBM: Students whose teachers used CBM to monitor academic progress and to make adjustments in instructional programs, when necessary, significantly outperformed comparable students whose teachers did not use CBM. However, research methods were not shared in this article.
