Virginia Annual Work Plan

The following initiatives are the focus of the Virginia annual work plan for 2010-2011.

Initiative 1 Goal: To strengthen and support the VDOE’s development of new teacher evaluation models and explore capstone classes and related teacher training models.

Objectives:

  • Assist VDOE in their process of reviewing and piloting two new teacher evaluation models, training principals to use the new teacher evaluation models, and start development of new administrator evaluation models.
  • Assist VDOE in development of a process to explore capstone career and college ready classes and teacher training to deliver the capstone classes.

Initiative 2 Goal: To strengthen and improve VDOE capacity to use data to drive and support their state system of support for school improvement and to increase student graduation rates.

Objectives:

  • Assist the VDOE in the process of enhancing the capacity of their schools and divisions to more effectively use data to determine areas of need and to develop an operational manual for school improvement that describes the VDOE’s State System of Support (SSoS) for low-performing schools and divisions.
  • 2) Assist the VDOE in the process of developing the capacity of divisions and schools to use the Virginia Early Warning System (VEWS) to identify and provide research based services and assistance to students who are not on track for graduation.

VA Year 4 Work Focuses on Assessment, Leadership, and Providing Assistance to Low-Performing Schools
ARCC's recent work with the Virginia Department of Education (VDOE) focused on the following:
  • Strengthening VDOE's technical capacity to link academic content assessments in reading/language arts and its English Language Proficiency (ELP) assessments to create appropriate measures of progress in ELP
  • Assisting VDOE in reconfiguring how it works with the increasing number of persistently low-performing schools and their Local Education Agenicies (LEAs), and how the pool of assistance providers can be expanded and receive adequate training, such as by taking advantage of Virginia's Web-based training resources
  • Assisting VDOE in resetting the scope and depth of training required for mentors who provide leadership and curriculum module training to persistently low-performing schools
  • Assisting VDOE in identifying resources and experts who helped the SEA formulate a systemic approach to keeping students in school and engaged in academic growth through graduation, such as administering a pilot of the early warning system tool.
