North Carolina Annual Work Plan

The following initiatives are the focus of the North Carolina annual work plan for 2010-2011.

Initiative 1 Goal: Assist the SEA in increasing its capacity to support districts and schools in the use of standards-based instructional practices.

Objectives:

  • Advise the SEA on appropriate analyses of the e-LinguaFolio pilot as a formative assessment tool for ELLs, dual language, and world language students.
  • Assist the SEA in the development of staff expertise to evaluate the degree to which the state assessments reflect the use of Plain English.
  • Advise the SEA in designing a research-based professional development plan (incorporating adult learning theory, coaching, etc.) that can be delivered in a blended model and sustained over time.
  • Identify and review research based resources to assist the SEA in development of student learning objectives for the performing arts, physical education, special education and foreign languages.

Initiative 2 Goal: Assist the SEA in expanding and supporting technical assistance in schools and districts.

Objectives:

  • Partner with the SEA to increase SIOP (Sheltered Instruction Observation Protocol) Support Team skills and abilities to coach and provide professional development.
  • Assist the SEA with the development of the re-designed comprehensive needs assessment for the Migrant Education Program.
  • Assist the SEA in identifying exemplary practices that serve as standards of practice for all districts and schools and provide targeted support for districts in need of improvement.

NC Year 5 Work Focused on support for English Language Learners, Formative Assessment, and Instructional Improvement
ARCC's recent work with the North Carolina Department of Public Instruction (NCDPI) focused on the following:
  • Building the capacity of the SEA in acquiring critical information regarding topics not addressed in the most recent comprehensive needs assessment for Migrant Education students.
  • Assisting the SEA in increasing its capacity to extend and sustain supports for English Language Learners in districts and schools through SIOP webinars and training, ExC-ELL strategies, Linguafolio implementation, the development and implementation of the e-Linguafolio pilot, and content specific professional development.
  • Assisting with the review and refining of formative assessment professional development modules.
  • The continued work toward resetting targets for AMAO’s for the LEP subgroup and efforts to expand the statewide system of support beyond the neediest districts to include support for district self-assessment and targeted assistance based on district and state capacity.
