Kentucky Annual Work Plan

The following initiatives are the focus of the Kentucky annual work plan for 2010-2011.

Initiative 1 Goal: Build KDE’s capacity to create a balanced assessment system that includes measurements of college and career readiness as well as classroom formative assessments.

Objectives:

  • Build KDE’s capacity to implement state-of-the-art, college and career readiness assessment and accountability requirements called for in Kentucky Senate Bill 1, which was passed in the 2009 session of the Kentucky Legislature.
  • Increase KDE’s capacity to provide customized support for districts’ implementation of quality formative assessments to improve instruction in Kentucky classrooms.

Initiative 2 Goal: Build KDE’s capacity to develop a system of teacher and leader evaluation that includes multiple measures and reflects effective classroom instruction and assessment to support learning for all students.

Objectives:

  • Build KDE’s capacity to develop and implement a validated teacher and leader evaluation system.
  • Build KDE’s capacity to develop turnaround leadership in education recovery specialists assigned to the state’s turnaround schools.
  • Build KDE’s capacity to select and implement a comprehensive district and school planning and auditing process to facilitate overall district improvement.

KY Year 4 Work Focuses on Assessment, Leadership, and Intervention Systems
ARCC's recent work with the Kentucky Department of Education (KDE) focused on the following:
  • Building the capacity of KDE's Task Force on Assessment to make recommendations about assessment policies, systems, approaches, and uses to KDE staff, districts, and schools.
  • Assisting KDE with improving educational leadership at all levels through the support provided to the Leadership Continuum Group.
  • Providing technical assistance and support for KDE to implement and monitor intervention systems recommended by the Blue Ribbon Panel on Interventions in Low-Performing Schools; by the Commissioner's Parent Advisory Council (CPAC); and for children in special populations, such as providing recommendations to support the ASSIST teams and outlining of proposed activities and timelines for CPAC and ELL Academy trainer of trainers.
