Annual Work Plan

The major goal of the Appalachia Regional Comprehensive Center (ARCC) annual plan of work is to support the state department of education in Kentucky, North Carolina, Tennessee, Virginia, and West Virginia and to increase the states' capacity to assist districts and schools to meet their student achievement goals. Through the annual plan of work, the ARCC assists states to (1) assess the improvement needs of districts and schools, (2) develop solutions to address those needs, (3) build and sustain systemic support for district and school improvement efforts related to closing achievement gaps and improving achievement outcomes, and (4) improve the tools and systems for school improvement and accountability.

The annual plan of work is designed to provide state departments of education (SEAs) with differentiated, high-quality, evidence-based, relevant, and useful technical assistance that results in increased SEA capacity to implement the federal law known as No Child Left Behind (NCLB), enhanced student achievement, and improved school and district adequate yearly progress (AYP) status. The five priorities of the plan of work are:

  1. Districts failing to achieve AYP targets will be prioritized by level of need.
  2. Proven resources, programs, services, and strategies will be identified, brokered to, and adopted by SEAs as they continue NCLB implementation.
  3. Differentiated technical assistance aligned with level of need will be provided.
  4. Student achievement in mathematics and reading, as well as other content areas identified for accountability, will improve, particularly for low-income, racial and ethnic minority, ELL, and disabled students.
  5. District and school AYP status will improve.
